Hughes has earmarked £35million to sign Santa Cruz from Blackburn, Lassana Diarra from Portsmouth and Wayne Bridge from Chelsea, according to the Times.
The English newspaper says City owner Sheikh Mansour is ready to spent at least twice that amount in January.
City could also make a move for Atletico Madrid and Argentina forward Sergio Aguero.
