Ramos tried to sign the 27-year-old when he was manager at Tottenham, but failed to agree on a fee with the Russian side.
He told Sovetsky Sport: “At the moment I can only talk about Real players, and Arshavin is Zenit player.
“But despite this, I cannot hide the fact that I know Andrei very well. He is a brilliant, magical footballer.”
He added: “These are my first minutes at Real, we must not make a mistake.
“My position is simple, I cannot give out the names of players, because this could threaten any deal and raise the price of those players which I need.
“But I want to say again, that Arshavin is ‘el magico’.”
