The Croatian midfielder has failed to impress following his £16.5million summer switch from Dinamo Zagreb.
The 23-year-old told the Daily Telegraph: “Of course, in football you never know what might happen but my plan is to stay here because I am very happy.
“It’s been a bad start but with Harry coming in we are improving. I believe we have an extremely good team and that this club should be at the top.”
Modric scored his first goal for Spurs in the draw with Spartak Moscow earlier this week.
“It was a fantastic feeling,” said Modric. “I waited a long time for it and I’m hoping that’s just the beginning and I will be scoring a lot more in the future.
“At first it wasn’t easy to adapt in England because we weren’t getting the results. I am well aware that expectations are quite high of me here and I know the club paid a lot of money. But I feel a lot stronger now and feel there is a lot more to come.”
