City boss Mark Hughes is keen to bring in Terry and plans to name him their new captain.
The club is ready to hand Terry a £200,000 a week contract.
City are also chasing Craig Bellamy, Scott Parker, Roque Santa Cruz, Nigel de Jong in the January transfer window.
