The Sun says City may be forced to match the 22-year-old Portugal midfielder’s get-out clause of £28million.
A source close to Veloso told the Sun: “We know City have made an offer and the club are considering it.
“It all depends on whether Sporting will demand City pay the get-out clause of the player.”
