O’Neill is keen to bring in Scharner as a replacement for Martin Laursen, who is out of action until April due to an knee surgery.
Newcastle and Sunderland are also keen on the 28-year-old Austria defender.
Scharner said: “Villa are ambitious, joining them would be an upward step.
“I originally decided to stay with Wigan in the New Year. But if an offer comes in, I will consider it.”
