The 31-year-old has been regularly linked with a return to Spurs after impressing at Sevilla.
The Mali international has also been linked with a move to AC Milan.
Mongai told Calcio Mercato: “There is no chance to return to Tottenham.”
He added: “Milan did not get in touch with me, but if they were to call it would be a good chance.
“We will see if they [Sevilla] offer him a new contract at the end of the season.”
