Banega is currently on loan at Atletico Madrid and have impressed in La Liga this season.
The Spanish side are forced to sell several of their best player this summer due to their economic situation.
“Valencia are going through economic difficulties right now and need to sell a series of their players,” explained FIFA agent Jose Butragueno.
“Among them is Banega, who is currently on loan to Atletico Madrid, who also own the right to make his move permanent.
“The move is possible, because Napoli have always paid close attention to the Argentine market and especially to Banega. It can certainly go through.”
“It all revolves around who sets the price-tag,” added Butragueno. “Let’s just say the sum is around £8m.”
