City boss Mark Hughes is considering bringing in the 38-year-old as a coach.
Tugay played under Hughes at Blackburn and the former Turkish international is keen to re-unite at Eastlands, according to The Mirror.
Tugay is currently working on his coaching badges, after retiring at the end of last season.
