The 24-year-old midfielder looks set to leave his relegated home-town club and return to the Premier League.
Downing is currently out of action with a foot injury and is not expected to return to action until October.
Boro chairman Steve Gibson has previously admitted that Downing would be allowed to leave the club for the right price.
