De Telegraaf says the Eredivisie side are monitoring Lugano’s situation at Fenerbahce.
Lugano is available on a free transfer as his contract with the Turkish side expired at the end of last season.
Italian sides Lazio and Roma have also expressed their interest in the 28-year-old.
