The 30-year-old failed to make an impact during a two-year spell with Manchester United and joined Villarreal in 2004.
He told Uefa’s official website: “England, and the Premier League, gave me many things and I thank them for that.
“If I have a chance to return, I would like to go.”
Forlan is confident he would be better prepared second time around.
He continued: “I feel I have nothing to prove there.
“The only difference is that I am more experienced today.”
