The Russian side have had a loan move for the 28-year-old turned down by Spurs.
Zenit president Alexander Dyukov has now confirmed the club have pulled out of the race.
Dyukov said: “The management were considering the loan of Roman Pavlyuchenko for six months to the summer in order to decide whether to buy him.
“Unfortunately, this proposal did not suit Tottenham. We would not like to acquire the player now.”
