The Sunday People says Benitez is in talks with Arsenal manager Arsene Wenger over a move for the Dutch winger.
Benitez is keen to cash in on the 23-year-old, who has previously rejected moves to both Birmingham and Sunderland.
Liverpool want a reported £11million for Babel but Wenger is not prepared to pay such an amount for the Dutchman.
