The Dutch giants were expected to bring in a new striker following their axing of Jonathan Reis on Sunday.
Reis was sacked by PSV after test showed that the Brazilian youngster had used banned substances during a holiday in South America.
“I have talked with head coach Fred Rutten about the possibility of signing a replacement. However, we simply lack the financial resources to enter the transfer market,” director Jan Reker was quoted as saying by PSV TV.
