News of the World says City have lined up Emmanuel Adebayor and Stephen Ireland as bait in the £80million package.
Adebayor is valued at around £30million while Ireland is worth around £10million.
City are willing to strike a deal for Gerrard and Torres for around £40million cash, plust Adebayor and Ireland.
