Cisma joins Santander from Almeria while Perez joins the club from Xerez.
The duo have signed four-year contracts with Santander.
An official club statement read: “Racing Santander have reached an agreement for the signing of two new players to their first team.
“Domingo Cisma, left-back, from UD Almeria, and Francisco Perez (Francis) from Xerez CD, have signed an agreement that binds them to the club for the next four seasons.”
