News of the World reports that City failed with a move to land Barcelona midfielder Yaya Toure and have instead turned their attention to Martinez.
City are reportedly ready to make a bid for the 21-year-old this week.
Martinez joined Athletic Bilbao in a £6million deal from Osasuna three years ago.
