The 27-year-old impressed while on loan at Frankfurt from Schalke last season.
Altintop was available on a free transfer as his contract with Schalke expired earlier this summer.
Frankfurt chairman Heribert Bruchhagen told the club’s official website: “I am delighted that we have been able to fulfil the coach’s wishes in signing Halil Altintop.”
