Spurs boss Harry Redknapp is preparing a move for the winger, according to the Mirror.
Redknapp tried to sign the 25-year-old last summer, but Young was persuaded to stay at Villa Park.
Young would reportedly be interested in a move to Spurs who are qualified for the Champions League.
