Eagles turned down a move to Rangers earlier this month, but has only 12 months left on his current contract with Burnley.
“Chris is just getting his head down and focusing on football at the moment,” Laws told the Lancashire Evening Telegraph.
“Obviously Chris’ contract runs out next summer and we cannot allow his contract to run down.
“So one of two things has to happen. Either he re-signs, which we would be absolutely delighted with, or he moves on.
“We’re waiting for Chris and his advisor to get back to us at the moment on what he wants to do.”
