The Scottish giants have opened talks with City over a possible loan move.
Lennon said: “When you see someone of the calibre of Craig and the fact he is not in the 25 (squad) and he is looking to go out and play football, then we feel it’s something that we can’t try and miss out on.
“We are speaking to his representatives and we are speaking to Man City. How far down the line we are will be down to Craig.
“The advantage we have over other teams is that it’s not in the Premier League and he’s been here before and he enjoyed his time here. He made a huge impact on the game up here and he has got a real connection with the supporters.
“I thought he was the best player last season (at Man City). Outside of Chelsea and Man Utd, I thought he was the best player in the Premier League.”
