Spurs chairman Daniel Levy is in talks with AC Milan officials regarding the move, according to the Mirror.
The deal will include a £12million option to buy the former Ajax star at the end of the loan spell.
Huntelaar has failed to make an impact at AC Milan since joining the club from Real Madrid last summer.
