Silvestre will join the German giants on a free transfer after his contract at Arsenal expired earlier in the summer.
The former Manchester United star has signed a two-year contract with Werder Bremen.
“This is a great new adventure for me,” Silvestre told Kicker.
“There were other offers, but (coach) Thomas Schaaf and (general manager) Klaus Allofs fascinated me.
“I want to be one of the leading players in the team and to help guide the younger players.
Schaaf added: “He is still hungry for success. I’m sure our players will benefit from him being here. He’s an asset.”
