Santa Cruz has admitted he is keen on leaving City in the January transfer window, according to the Daily Mail.
He said: “Competition for places is great and I’m working every day to try and convince the coach, but I’m still not getting picked.
“I’m not getting the playing time to convince anybody and my priority is to leave in the January transfer market.”
Santa Cruz was signed by City in a £17.5million deal from Blackburn while current Fulham boss Mark Hughes was in charge at Eastlands.
Hughes tried to sign the Paraguay international on loan in the summer, but the move was rejeceted by City.
