Bild reports that the Bundesliga side are desperate to bring in the 25-year-old as a replacement for Edin Dzeko, who joined Manchester City earlier this month.
Wolfsburg coach Steve McClaren reportedly sees Cisse as a perfect replacement for Dzeko.
Cisse’s current contract with Freiburg is set to expire in the summer of 2014 and the striker has previously been linked with the likes of Juventus, Genoa, Villarreal and Arsenal.
