The Sunday Mail reports that Wenger is ready to make a £15million move for the 26-year-old winger.
Wenger is keen to bring in Downing as a replacement for Frenchman Samir Nasri, who is expected to complete a move to Manchester City.
It is believed Downing would prefer the prospect of Champions League football at Arsenal, instead of a move to Liverpool.
