The 22-year-old had been strongly linked with a move to Vitesse and even passed a medical in Arnhem, but contract talks fell through.
Vitesse technical director Ted van Leeuwen admits the midfielder is now set to join Blackburn.
He told Omroep Gelderland: “It looks like a deal will be made (with Blackburn), so it will be hard for us.”
