Quagliarella missed the second half of last season with a knee problem, but has now returned.
The 28-year-old returned to Juventus from a loan stint at Napoli in the summer.
“I’ll answer it [the transfer speculation] now: absolutely not,” Giuseppe Bozzo told Tutto Juve.
“Quagliarella was, is and will be a Juventus forward. As soon as he returns to the field, he will demonstrate the qualities that he displayed for the team before the injury.”
Reports have suggested that Juventus coach Antonio Conte is reluctant to field Quagliarella because he fears the striker has not fully recovered from his knee problem.
“I have also read of this hesitation, but having regularly spoken with the player, I have not found [any] evidence [of it],” Bozzo added.
“Fabio is now ready and available to return to the field as a protagonist.”
