The Daily Mail reports that Spurs are preparing a £10million bid for the Belgium star.
The Cottagers have rejected two offers from Spurs for Dembele in the past 12 months, but Harry Redknapp remains keen to bring the forward to White Hart Lane.
Dembele joined Fulham in a £5million deal in August 2010 and still has 18 months left on his contract with the club.
