The Mirror reports that Villarreal boss Juan Carlos Garrido is keen to bring in the 18-year-old striker on loan in January.
Garrido is prepared to offer the youngster regular first-team football at Villarreal.
Lukaku joined Chelsea in a £18million deal from Anderlecht, but has failed to become a regular at Stamford Bridge.
