Tevez has been strongly linked with a loan move to Italian side AC Milan, with a view to a permanent switch in the summer.
But City insists they are not prepared to let Tevez leave on a temporary deal.
Inter Milan, Juventus and Corinthians are also reportedly interested in the AWOL Argentinian.
