Bednar joins the Seasiders on a free transfer and has agreed a deal until the end of the season with his new club.
West Brom sporting and technical director Dan Ashworth said: “Roman has been unable to break into the first team this season due to the fierce competition for places that we have in the forward positions and I think this move suits all parties.
“Roman has remained hugely popular with the supporters and I’m sure they will all join me in wishing him every success at Blackpool.”
