Suarez is reported to be unhappy with the way he has been treated in England since joining Liverpool.
The Uruguayan striker recently returned from an eight-match ban for racially abusing Manchester United defender Patrice Evra.
Zamparini said: “I would sign him tomorrow morning – he’s a fantastic striker.”
On Suarez’s refusal to shake Evra’s hand, Zamparini added: “I would certainly try to educate him, but I don’t think behaved like this because he is racist.”
