The Mirror reports that Spurs are keen to sign Hoilett in a bargain deal in the summer.
The Canadian star’s current contract is set to expire in June and he could join Spurs for a fee that would likely be settled by a tribunal.
Spurs chief scout Ian Broomfield watched Hoilett in action for Blackburn against Aston Villa.
Hoilett is also being tracked by a number of top European clubs.
