The Sun reports that City’s chief scout Rob Newman and football officer Brian Marwood watched Herrera in action for Bilbao in Wednesday’s draw at Granada.
Herrera has recently been hailed as the ‘Spanish Steven Gerrard’.
Manchester United have also been linked with the 22-year-old midfielder in recent months.
Herrera still has four years left on his contract with Bilbao.
