The Sun reports that Liverpool will make a move for Moses if they miss out on signing top target Gylfi Sigurdsson.
Sigurdsson has been strongly linked with a move to Liverpool, but now looks set to join Tottenham.
Wigan turned down a £4million bid for Moses from Chelsea last week.
The Latics are looking for at least £8million for the 21-year-old midfielder.
