The Mirror reports that City now hope that Real Madrid will drop their interest in the highly-rated midfielder.
Real Madrid coach Jose Mourinho has reportedly been given a £45million budget to get Silva this summer.
Mourinho is also prepared to offer Karim Benzema or Gonzalo Higuain in part exchange for the winger.
Silva has been a key player for City since joining the club from Valencia two seasons ago.
