Gibson was under an self-imposed exile after former Republic of Ireland boss Giovanni Trapattoni left him on the bench for the entire Euro 2012 finals.
Andy Reid and Anthony Stokes have also been recalled. Reid has not featured for the Republic of Ireland since an incident at the team hotel in 2008.
Stokes has impressed for Celtic in recent seasons, but was not picked by Trapattoni.
