Jol has issued a warning to Chelsea and Manchester United who are both interested in signing the Bulgarian in the summer.
The 26-year-old has scored 21 goals in his first season for Spurs.
Berbatov joined Spurs from Bayer Leverkusen for £10.9million last summer.
Jol said: “We always want to keep our best players and 99 per cent of them in the last five or six years have stayed.
“I see no reason why we should let him go.
“We’ve made a lot of profit in the last six months so why should we have to sell players?
“He tells everybody he is very happy here and he is happy with his form and playing in the Premiership.
“I’ve no fears that we will have to sell anybody under any circumstances.
“Even if United or Chelsea bid £30m or £40m, the chairman wouldn’t sanction it — even if I wanted to.”
