Brown made his debut for Fulham on Tuesday night in a friendly at Barnsley.
He told Sky Sports News: “It is been rumoured for a while but these things take time and this one has been no different.
“Once we got down to it and speaking to the manager and speaking to John Benson and people at the football club I was more than delighted to come to Wigan.
“They told me about the place and I am delighted to have signed and now want to get ready to play football.”
