James has not played for England since his howler against Austria in a World Cup qualifier in 2004 that ended in a 2-2 draw.
He told The Sun: “Of course I would love to play in Austria.
“I have always been my own harshest critic so I do not need anyone else to tell me when I have made a mistake.
“I am delighted to be a part of things again — but had it not been for 45 minutes in the friendly with Germany I would be really frustrated.
“It is a horrible feeling, especially after two qualifiers in four days and you have played in neither.
“I have been pleased with my form for Portsmouth and I am hoping I have given the manager a decision to make.”
