The Brazilian has spent three seasons at PSV while he qualifies for an EU work permit, but Alex is hopeful he will be granted the work permit he needs to return to the Blues this summer.
Alex told Dutch newspaper De Telegraaf: “The chances I will leave PSV are quite big.
“Chelsea are busy getting a work permit for me. They did the same with Salomon Kalou and several other players.”
The 24-year-old defender wants to be guaranteed first-team football if he is to join Chelsea in the summer.
Alex added: “Chelsea are a great club but it is most important that I will play a lot of games there.
“If I only sit on the bench, it will be difficult. But whether that will happen, you only know when you are there.”
