Wenger was keen to bring in the Argentine playmaker on loan as a replacement for Cesc Fabregas, who joined Barcelona.
The Gunners face Gonzalez and Marseille in the Champions League on Wednesday night.
“Lucho was a player I liked,” admitted Wenger. “They didn’t want to give him out on loan. We didn’t go as far as discussing a permanent move.”
