The 22-year-old has signed a five-year deal with the Portuguese side, Standard Liege announced on Wednesday.
Reports suggest Benfica have paid between €7-8 million euros for the highly-rated midfielder.
Witsel has previously been linked with the likes of Manchester United and Arsenal.
