Piquionne is currently on loan at Portsmouth until the end of the season.
Birmingham tried to land the Frenchman in January but failed as Lyon and Portsmouth could not agree on ending his loan deal.
Piquionne will cost Birmingham around £3million, according to the Daily Mirror.
