The Birmingham keeper has suffered a back injury and England boss Fabio Capello has been forced to call up Watford keeper Scott Loach and Blackburn’s Frankie Fielding.
Manchester City keeper Joe Hart had been left as the only goalkeeper left in the England squad.
Hart is expected to play the whole game on Wednesday night against Hungary, due to Foster’s injury.
