Gnahore decided to leave City after spending two years in their academy.
The 16-year-old has signed a five-year contract with Birmingham.
“That’s the academy, they’ve signed the boy,” confirmed Blues boss Alex McLeish.
Celtic, Lille, Monaco, Rennes, Paris Saint Germain, Lens and Nantes were also reportedly interested in the midfielder.
