The 24-year-old has signed a four-year contract with the Ewood Park outfit.
Dann will be reunited with Blackburn boss Steve Kean, who was on the coaching staff at Coventry during Dann’s spell at the club.
Dann’s move to Blackburn was not confirmed until less than 30 minutes before the close of the transfer window.
