The 19-year-old Canadian signed a new contract with Rovers this week.
“I am happy to be here,” said Hoilett.
“There were a few clauses that had to be removed but Blackburn was my first choice and always has been.
“It has been good, I’ve had a few chances. It’s important to keep developing and improving my standard.
“I’m really looking forward to the trip to Anfield this weekend.
“I always look forward to playing against the top sides in the Premier League and one of the greatest players – Steven Gerrard of course.”
Hoilett has spent time on loan at Paderborn and St Pauli, due to work permit problems.
Hoilett said: “I enjoyed my time out in Germany.
“I improved a lot and I gained a lot of experience playing in front of thousands of fans at such a young age. I really enjoyed it.
“I’m really looking forward to working more with Sam. He has confidence in me, he believes in me.
“There are a lot of young players coming though and we all work well together as a unit, so hopefully we’ll develop well.”
